Is there a way to use the xref clip (xclip) and refedit commands?? is
there a different name or a workaround?

The standalone version of Carlson Software runs on a limited AutoCAD engine. This engine has roughly 30% of full AutoCAD capability. Some AutoCAD commands are not present in the standalone software.
