3D Face to Tin

I have a topo with elvation asigned to a poly line. CG for Autocad has a command that will allow a 3d face to be converted to a TIN file, but how do you create a 3d Face with what I have

Chris what is your final result needing to be? Are you trying to get a c&g surface out of these polylines? Give me more details and I can see if I can lead ya there

All I want to be able to do is cross sections on a topo that I dont have a tin for. Someone said to go to Topo->Setup and change your CG main and int contour to match the layer that is on the dwg file. I did this and I go to Earth->cross section from contours. No matter if I click on a poly line or drag through the contours it gives me an error when I go to draw the section that says " Error scanning X-Sections file for low/high elevations and offsets." Theres no manual to explain this process to me.
