Point Selection Set

Does anyone know how to create a selection set of Points by typing in the
numbers or the descriptions similar to an advanced Acad "filter" command?
When using routines such as "Resize point attributes" or "Scale point
attributes", etc, this would be extremely useful. Just being able to type a
range when using these routines would be very handy. But the selection set
of points would cover almost every situation.
