insert drawing

I'm blocking out a drawing, (linework and points) I'm selecting 0,0 as the
insertion point, but when I insert it to a new drawing, at 0,0 it doesn't
come in on the same coordinate. Why?

Is UCS set to world in both drawings?
Is BASE set to 0,0,0 in both drawings?

In addition to Mr. McSwain's suggestions, check your UNITS settings and make
sure the "Drag-and-drop scale" are the same in both drawings .
