Need for Grid to Ground Conversions

We do most of our work tied to NAD83 using either HARN or CORS.
Ninety-nine percent of our work is done at the surface, using
near-geodetic bearings. We then put state plane coordinates at prominent
coordinates. To accomplish this, I typically have two coordinate files -
one at surface and one at grid, which requires me to constantly
Rotate/Translate/Scale to go from one system to the other. This really
becomes a pain if I'm constantly adding or recalculating points. It would
be nice to be able to easily transform from one to the other. it would
really be nice to be able to transform the entire drawing from one to the
other and as long as I'm requesting, it would be nice to be able to do all
of this with images as well.

For instance, if I'm dealing with a local system for my field work, a UTM
based aerial photo and I want to eventually be able to publish SPC's on
the plat, that's three different systems I have to manually work between.
But even if you don't add functions for the drawing file or for imported
raster images, the coordinate file is becoming a real need for us.

I've tinkered with the User Defined Projection File I found in the
Transformation from Lat/Long to Grid on our SurvCadd XML rel.2. It seems
like a good start, but it needs to be able to work with points above the
ellipsoid, and probably should be able to work with elevations which would
require Geoid support.
