Is there anyway to "rubbersheet" or an image in Carlson Survey 2006?

No sir not in Carlson Survey. However you can use the world file for
the image, if you have it, to insert the image at the correct scale,
rotation and in the correct coordinate position. This is all that is in
Carlson Survey that is even remotely close to rubber sheeting.
