Bitmap is not saved with the drawing

If you have saved a bitmap in your "Sight" Survey drawing, and later find that the bitmap is missing, it is because the bitmap has been moved or deleted from the disk/folder location it resided in when it was placed in the drawing.

Bitmaps are not actually stored in the drawing.  When you insert a bitmap, all you are actually inserting is a link to the bitmap.  If you change the linked location by moving or deleting the actual bitmap, "Sight" Survey can no longer locate the file to insert it into the drawing.  This commonly occurs if you move the drawing to another computer.  In this case, you must also move the bitmap to the new computer, placing it in the exact folder name in which it first resided.
