CRD file Utility?

Similar to what I posted previously about a utility to work with *.fld
files, does a utility exist that can open CRD coordinate files and also
perhaps convert asci text files and CSV files into CRD files without the
need to open SurvCADD and Autocad?

I've installed PointCon, but it does not seem to work. Has anyone been
able to use it to view a crd file without using Survcadd?
